Administration of Justice Programme Engages Technical Working Group on Annual Performance Report

The Administration of Justice Programme (AJP) earlier today convened a Joint Technical Working Group (TWG)meeting to review and refine the draft Program's Annual Performance Report(PAPR) for FY 2024/25. The meeting was chaired by HW Katushabe Prossy, Registrar High Court.
In her opening remarks, HW Katushabe emphasized that the purpose of the engagement was to generate technical input into the draft PAPR before its submission to the Programme Working Group for approval. She thanked members for their commitment to the Programme, particularly in the development of the Programme Implementation Action Plan(PIAP) for NDP IV (2025/26-2029/30), which was approved by the National Planning Authority in March 2025.
She explained that with the implementation period of NDP III (2020/21-2024/25) now concluded, the draft PAPR highlights the Programme's key achievements, challenges, and lessons learned during the fiscal year. This review, she noted, will guide informed planning and decision-making in the next phase.
HW Katushabe further revealed that, once finalized, the report will be presented to the Leadership Committee chaired by the Chief Justice for official launch and publication. The final version will also be submitted to the Office of the Prime Minister and the National Planning Authority in line with coordination and reporting guidelines. She noted that the Programme intends to launch the PAPR alongside the Programme Strategy and a flagship project currently under finalization.
The meeting featured a presentation by Mr. Benjamin Kachero, Senior Economist in the Judiciary, who highlighted achievements and challenges across priority areas such as physical and functional access to justice, case backlog reduction, automation of business processes, infrastructure development and human resource strengthening.
Participants agreed that the Uganda Prisons Service will enhance coordination with the Judiciary in following up on prisoners pending Minister's Orders and regularly share records of those who have overstayed on remand with the Registrar High Court. It was also resolved that a Programme-level Anti-Corruption Strategy will be developed by a constituted team. Programme institutions will identify key priorities for FY2025/26, while the Ministry of Gender, Labour and Social Development will focus specifically on juvenile justice as a critical area of concern.
The engagement, which reaffirmed the collective commitment to delivering "Justice for All," attracted wide participation. Among those present were HW Agnes Alum, Registrar Magistrates Affairs and Data Management; Mr. Simon Peter Opolot, Commissioner Policy and Planning; and representatives from the Uganda Police, Uganda Prisons Service, Judicial Service Commission, Office of the Director of Public Prosecutions, Tax Appeals Tribunal, Office of the Prime Minister, Law Development Centre, Industrial Court, National Planning Authority and the Ministry of Gender, Labour and Social Development.
